In a message to the University System of Maryland Community on February 18, Chancellor William E. Kirwan expressed his "heartfelt thanks to all the members to all the members of the USM Community" regarding the recent issues regarding the USM budget for the 2011 school year. The message goes on to explain that "Governor O'Malley's FY 2011 budget proposal calls for a modest increase in state support for USM." The Governor's proposed differs from the first proposal as it "includes funding to buy down a portion of the USM's proposed five percent tuition increase, resulting in a modest three percent tuition hike for in-state undergraduate students." Just over a month and-a-half after a magnitude 7.0 earthquake struck the Haitian capitol city of Port-au-Prince in January, an even greater earthquake hit the Western Hemisphere. On Saturday, February 27, an earthquake with a measured magnitude of 8.8 devastated the South American nation of Chile, the nation widely regarded as "Latin America's most earthquake-ready nation." Like its predecessor in Haiti, the Chilean earthquake has brought with it many casualties, and a great need for global assistance. While these both are so for Chile, the number of casualties and the amount of assistance needed are still expected to be considerably low, especially when compared to the like in Haiti, a fact many find ironic.
